1.     Function & Duties of the Academy :

1.1.  Gopabandhu Academy of Administration has been established as the premier training institute under the State Government (GA Department) for training of its administrative officers. The chief mandate of this organization is to train the Orissa Administrative Service probationers and the India Administrative Service and Indian Forest Service probationers assigned to the Orissa cadres.

1.2.  The Academy also conducts other training programmes for Government Officers as follows:

a)     Refresher training programmes and executive development programmes for the middle and senior level state government officers.

b)     Short duration training courses sponsored by DoPT, Government of India for in-service   officers under the State Government.

c)      In-service training programme for the officers of the India Forest Service.

d)     Special training programmes sponsored by Govt. of Orissa Departments or Central Govt. Ministries.

e)     Training courses for Trainers sponsored by DoPT.

1.3.  Disaster Management Centre of the Academy conducts various disaster-related training programmes with assistance from Govt. of India, Ministry of Home Affairs.

1.4.  The Academy conducts symposiums, conferences and special studies as and when required.

1.5.  After the merger of the erstwhile State Gazetters Establishment, the Academy has taken over the responsibility of publishing Orissa District Gazetteers.

1.6.  The Academy is implementing projects namely “Capacity Building for Access to Information”, “Strengthening Capacity Building and Awareness Generation, Plan scheme training for all” and “Capacity Building for Poverty Reduction” sponsored by UNDP and DFID respectively through DoPT, Government of India, New Delhi.

 

2.     Organisational Structure & Functions :

1.     Director General

(Current Incumbent Sri A.S. Sarangi, IAS)

He is the Head of the Academy for steering, regulating and monitoring all its activities. He enjoys full powers in the matters of administration, supervision and control in this regard as the Head of the Department.

2.     Additional Commissioner, TC

(Current Incumbent Sri Janaki Ballav Mishra)

He exercises powers delegated to him under Delegation of Financial Power Rules, service rules etc. and exercises control and supervision as Head of Office.

3.     Head of Faculty, Disaster Management Centre (vacant)

 

4.     Joint Director (Accounts)

(Current Incumbent Sri Pradipta Kumar Behera, OFS(S)

He functions as the DDO for the Academy under rule 2 (ix-a) of OGFR Vol.1 and he will remain responsible for maintenance and verification of cash as per provision laid down under SR-37 of Orissa Treasury Code Vol.1. He is also in-charge of preparation of budget, control of financial expenditure, allocation of funds, submission of utilization certificate and operation of Bank Accounts of the Academy. He also conducts training courses and takes training classes. He is also in charge of Building and premises.

5.     Deputy Director (Studies)

(Current Incumbent Dr. Bhagaban Swain, OES (I)

He is in-charge of Hostel Accommodation, Library and Gazetteers. He also conduct training courses and takes training classes.

6.     Deputy Director

(Current incumbent Dr. Bijaya Bhusan Nanda, (OS & ES-I)

He functions as the Nodal Officer and DDO of the DFID-DoPT sponsored project on “Capacity Building for Poverty Reduction” and plan scheme “Training for All”. He is in-charge of computer cell  and he also conducts DoPT training course and takes training classes.

 

 

7.     Research Officer, Disaster Management Centre

(Current Incumbent  Dr. Monalisa Lenka, OAS(I)

She is in-charge of Disaster Management Centre. Besides she provides research input for preparation of Study Materials and Bulletins. In addition to this, she is functioning as the Co-ordinator and Nodal Officer of the RTI Cell constituted at Gopabandhu Academy of Administration for implementation of the GOI-UNDP project on “Capacity Building for Access to Information” and “Strengthening Capacity Building and Awareness Generation”, in the State. She also conducts training course and takes training classes. She is in-charge of stock & store, Issue and Diary.

8.     Research Officer (Gazetteer) (Vacant)

 

9.     Compilers & Assistant to Oriya Translator

Current Incumbent Sri Subrat Kuanr, Dr. Rabindra Kumar Swain and Smt. Gayatri Senapati

They are in-charge of translation and preparation of write-ups for Gazetteers.

10.                         Section Officer

(Current Incumbent Sri Paresh Chandra Munda)

He is in-charge of cash and looks after the upkeep of the premises, buildings and other facilities of the Academy and the hostels.

11.                        Section Officer (Establishment, Training & Accounts)

She supervises the work of Assistants and other staff in the establishment section, training section and accounts section. She submits files to the next higher authority.

12.                        Store Keeper

He is in charge of stock and stores of the Academy

They maintain and preserve the official records and registers, catalogue the letters, examine and process the files to Section Officer for appropriate orders.

 

 

(iii) The following procedure is followed for organization of training programmes

(I)               Programme schedules are drawn up and approved by the Director General to conduct each training course. Both in-house faculty and guest faculty are used to conduct the training. Guest faculties are remunerated at the rate fixed by the Government from time to time.

(II)            An estimate of probable expenditure for conducting the training course is prepared by the Course Director and approved by the Director General. Actual expenditure is sanctioned by the Head of Office after completion of course on the basis of the approved estimate.

(iv)     (1)      The Academy conducts induction training OAS Probationers for 52 weeks           in accordance with the curriculum approved by the Government in      Revenue Department.

(2)              The district training of IAS Probationers for a period of 52 weeks is designed by the Director General in accordance with the powers delegated to him by the Govt. in GA Department.

(3)              The Academy designs training programmes sponsored by Govt. of India, DoPT following the norms set by them.

(4)              Cost Norms : for their sponsored courses the DoPT sanctions a sum of Rs.42,000/- for a course of 3 days’ duration, Rs.63,000/- for that of 5 days duration and Rs.1,02,000/- for that of 10 days’ duration as course fee for each course. These norms are followed by the Academy in respect of other short term courses also.

(5)              A sum of Rs.500/- per session of 75 minutes’ duration has been fixed for remunerating the guest faculty.

(v)              The Academy follows the various rules laid down by the Government of        Orissa for its day-to-day administration.

(vi)             In addition to normal office keeping records such as service records of officers and employees and cash books etc, the Academy also maintains record of the officers trained by it in different courses for the previous 12 years.

(vii)            In evolving their training programmes and carrying out training activities, the Academy follows guidelines as set down by Government of Orissa and Government of India. It consults the departments and offices for formulation and implementation of training programmes for their officers. There is little scope for consultation with the public given the nature of the Academy’s work since the clients for its training programmes are mainly Govt. Deptts.
